Nominations for the second award are:

Paul Ryan - US Republican senator Paul Ryan's budget plan proposes slashing US $4 trillion dollars from social care over a ten year period, in order to fund $4 trillion dollars of tax cuts for the rich. Its an audacious randian plan, and one fully deserving of being shortlisted for this prestigious award.
Bob Diamond - The CEO of Barclays bank, who is in line to receive a £27 million salary in 2011, said that the "period of remorse and apology" for banks was over. Given that in 2009, Barclays paid corporation tax equivalent to just 1%, we'll be the judge of that, Bob.
Sir Philip Green - Sir Philip's fashion empire is ostensibly owned by Taveta Investments, which is in his Monaco-based wife's name. This jolly wheeze meant that Green avoided paying £285 million in tax, helping to boost the couple's personal fortune to beyond the £4 billion mark.
